We only run puppetd here with --onetime --no-daemonize --verbose and I'd like 
to be able to specify onetime in puppet.conf so that when techs accidentally 
just run "puppetd" it behaves as desired.

Currently this option appears to be ignored completely when set in the .conf 
file.
