I first encountered this error while implementing the Rest Status integration 
test for puppetmasterd.  Basically if you call the xmlrpc test immediately 
following the Rest test, you get:

Puppet::Network::XMLRPCClientError in 'puppetmasterd should be serving status 
information over xmlrpc'
Certificates were not trusted: certificate verify failed

Oddly, if you switch the order of the tests around, the first test completes 
and the second fails with this error.  Eventually, (after much head bashing) I 
removed the Rest stuff altogether and reduced it to just calling the xmlrpc 
test twice consecutively.  The second time fails with the above error.
