pre-compiled catalog and method to invalidate the catalog (API+command line)
when extenal data sources change.
* Adding ability to selectively recompile certain catalogs (if files change)
* Adding better caching infrastructure -- this catalog is stale/not based
on inputs
* Actual performance analysis & changes
