Explore validator concept (JPMC use case).   Be able to show that admins in 
site X cannot do things to certain directories in /etc (for example) even 
though they are editing common module repos.

Example:  

Catalog is generated, we pass it through /usr/bin/external_catalog_validator, 
which returns JSON containing error messages or allows the catalog to be 
cleared through.

For instance, this could be used to show that Puppet is not configuring SELinux 
policy beyond kickstart.

One example use case involves different users, and certain users being able to 
edit certain resources... which becomes more difficult.
