Puppet apparently hates symlinks.

debug: /File[/etc/puppet/puppet.conf]: Changing ensure
debug: /File[/etc/puppet/puppet.conf]: 1 change(s)
debug: /File[/etc/puppet/puppet.conf]: Removing existing link for replacement 
with file
debug: /File[/etc/puppet/puppet.conf]/ensure: ensure changed 'link' to 'file'

In this case puppet changes a symlink to a valid puppet.conf file to an empty 
file

I assume this will be marked as a duplicate #650, but I wanted to get a ticket 
in that mentioned puppet.conf
