Using passenger with puppet. If you shutdown httpd, erase /var/log/puppet/, 
then restart httpd, the following happens:

Apr  8 13:29:11 X puppetmasterd[32255]: (/File[/var/log/puppet]/mode) change 
from 755 to 750 failed: failed to chmod /var/log/puppet: Operation not 
permitted - /var/log/puppet
Apr  8 13:29:11 X puppetmasterd[32255]: (/File[/var/log/puppet/masterhttp.log]) 
Dependency file[/var/log/puppet] has 1 failures
Apr  8 13:29:11 X puppetmasterd[32255]: (/File[/var/log/puppet/masterhttp.log]) 
Skipping because of failed dependencies

The folder is created with u/g root, changing it to puppet solves the problem. 
I don't know if this is considered to be a bug.
