I would like to request a feature within the user type to enable the use of a 
local skeleton directory. This would be similar to the --skel flag in useradd. 
I'm not wanting to keep the files sync'd over time, only to populate some 
initial file stubs when a user account is created. For instance, create a 
~$user/.my.cnf file that has some default values, but that the user can 
overwrite if they want to. The idea being that we could manage the contents of 
skel in the puppet repository and when local user accounts are created they get 
these file stubs from the skel directory.
