The logrotate config lacks the notifempty setting.  This causes the puppet and 
puppetmaster services to reload/restart weekly regardless of whether there are 
any logs.  Some may argue that a weekly restart is good for other reasons 
(hiding memory leaks, etc.) but I don't think that is a good reason to do so 
via a logrotate postrotate script.

A trivial patch to change this is in the redhat-logrotate-notifempty branch of 
git://jet.mox.net/~tmz/puppet.git.
