Is this redundant with #3645, or at least partially overlapping?  When I try to 
reproduce this without the problem described on #3645 (csr sent but not 
received) I can not get the described behavior.

running "puppetd --onetime --test --waitforcert 1" does not wait one second for 
the certificate and then exit; it loops forever printing
