That works in the current MSI, but is not configurable for new install layouts. The code to determine location is facter_root = File.expand_path("#{File.dirname(__FILE__)}/..") ENV['PATH'] = "#{File.join(facter_root, 'bin')}#{File::PATH_SEPARATOR}#{ENV['PATH']}" ENV['FACTERDIR'] ||= facter_root The puppet-agent MSI puts facter.rb in a subdirectory Puppet/facter/lib, next to Puppet/facter/bin/libfacter.so. We're moving to a layout with Puppet/bin/libfacter.so and Puppet/lib/ruby/vendor_ruby/facter.rb.
