Ethan Brown commented on PUP-5819   Re: Lexer should raise a better error when loading manifest files containing a UTF-8 BOM (Byte Order Mark) Henrik Lindberg if you want to get technical, there are actually a large number of possible byte order marks if you extend beyond UTF-8. See https://en.wikipedia.org/wiki/Byte_order_mark#Representations_of_byte_order_marks_by_encoding for the most commonly used ones, which will cover different endianness for UTF-8, UTF-16 and UTF-32. It's probably sufficient to handle just UTF-8, but if it's easy enough to peak those initial bytes you do have the ability to further improve the error message.
