Given that this is more of a configuration problem than Puppet problem, I'm going to reject. We discussed this on the mailing list: http://groups.google.com/group/puppet-users/browse_thread/thread/7df9d80bc55cf4ae/7f331374d08a0cce and seem to have reached consensus that this is a non-ideal behavior.
