puppetdoc fails to generate documentation when --mode is set to "rdoc" because 
rdoc doesn't know the "--force-update" option on ruby versions <= 1.8.5.

This problem appears on RHEL 5 (current release): ruby-rdoc-1.8.5-5.el5_3.7
as well as debian 4.0 (previous release): rdoc1.8-1.8.5-4etch5

NB: this bug is not new in 0.25.5
