Fixed #3864: Site should make tag separator clearer and handle commas
better.
* MIGRATION: Clean up tags with commas by renaming or reassigning their
taggings.
* Improved Mod#tag_list= to remove commas automatically if they're given.
* Improved mods#_form to make the "space-separated tags" text more distinct.

When adding/editing a module the tags feature wants a space separated list.
Throughout the site it shows comma separated tags so maybe just add some text
saying its space sep, or handle comma sep as well as space.
