This ticket is about some nastiness in the implementation which could be cleaned up, but I'm more interested in understanding the use-cases that led you here. Full disclosure, I'm keen to deprecate and remove it. The code is kinda busted, it's been around for a very, very long time, and I have a hunch that having git revisions of your manifests+managed files are more valuable than being able to manually retrieve a specific file from the bucket.
