Talked to Dan and decided that this was okay to push to after 2.6 partly since 
it's already a problem in 0.25.x.  Will look into if it's really easy, but it 
sounds like the way to do this would be to make the providers just do things 
the right way instead of having has_status as a parameter to providers.  At 
least that's what I've gleaned from the conversation.

ralsh does not list as many running services on redhat as can be found by 
service --status-all.

the tests that I ran were equivalent to

# ralsh service | grep running | wc -l
23
[r...@puppet2 spec]# service --status-all | grep 'is running' | wc -l
30
</pre>
