This belongs to Puppet rather than Facter. Can the ticket be reassigned accordingly? It won't occur when running facter(1) or puppet(1) (not puppetd) standalone. Stripping out `Puppet::Configurer::FactHandler.reload_facter()` with Puppet 0.25.4 and Facter 1.5.2 doesn't appear to produce any ill effects in my testing. Even when facts need to be downloaded, because they don't exist on the client or have been modified.
