Changing to rejected, as it looks like the changing of perms was an illusion 
based on the ssh_authorized_key type and other file resources I had.

The other day I had mistakenly added a user to our group with a UID conflict. I 
then fixed his UID, and puppet fixed the perms of his home on my Linux boxes. 
However, on the OpenBSD boxes, the permissions were not fixed. Running puppet 
by hand doesn't show any errors, it's like it just doesn't try.
