Currently using the web app requires fetching dozens of .js and .css files, 
which can take considerable time on a single script/server running on a slow VM 
-- such as a person might use to evaluate Dashboard. One of the visible side 
effects of this slowness is that the page content is loaded long before the CSS 
is available and this looks ugly.
