Some facts are expensive to compute, and change infrequently.

We should be able to cache these.

I'm not really fussed about the syntax, but I think we should support an 
explicit cache time in seconds as well as some sugar to specify that the fact 
should be cached once-per-reboot, as a reasonable subset of facts won't change 
all that regularly.  Maybe the ability to use a custom method to determine 
whether the cached value should be used would also be useful?
