When apt-listbugs is installed on Debian Lenny system, puppet can not install 
packages via normal means.

Work around is to remove apt-listbugs.

Example error message is:
err: //Node[graphics_machine]/gnuplot/Package[gnuplot]/ensure: change from 
purged to latest failed: Could not update: Execution of '/usr/bin/apt-get -q -y 
-o DPkg::Options::=--force-confold install gnuplot' returned 100: Reading 
package lists...
Building dependency tree...
Reading state information...

  gnuplot-nox gnuplot-x11 libwxbase2.6-0 libwxgtk2.6-0
