The Debian package provider has a responsefile attribute, with which debconf 
can be preseeded. While generally, changing debconf directly post-installation 
has no effect (debconf honours the filesystem over the debconf *cache*), there 
are a number of settings that are not initialised from the filesystem.

It would be nice if the responsefile were hence applied on every run, even if 
most of the time it won't have an effect.

In fact, puppet could warn if the current debconf settings differs from the one 
that is supposed to be applied, so that the admin is helped in finding out what 
the puppet manifest does not yet cover.
