It would be nice if puppetd explicitly reported "No such tag" for each tag 
specified on the command line but not present in the manifest.

If you mis-spell a tag name with "puppetd --tags=...." then obviously there are 
no resources that match the tag, so puppetd does nothing.  This can be 
surprising to somebody who expects a file to be installed or a package to be 
updated, and the real error can be difficult to diagnose.
