I agree that this could well be a duplicate, though the message is slightly different. The documentation says that if a servername is not specified then /usr/bin/puppet will only use the local modulepath setting. My testing shows this is not the case, in this case I'm using puppet on a laptop that isn't registered with the puppet master that is available on the work network.
