Also if I add a tag, then I wouldn't expect the !ruby/object:Puppet::Util::TagSe tag to be emitted, only the outer --- !ruby/object:Puppet::Resource::Catalog tag:

irb(main):020:0> cat.tag('bar')

=> ["bar"]

irb(main):021:0> puts cat.to_yaml

--- !ruby/object:Puppet::Resource::Catalog

name: foo

...

tags: !ruby/object:Puppet::Util::TagSet

  hash:

    bar: true
