Thomas, do you have a github branch you could post to the ticket?

Also, I know there's another solution for sysctl (I'll look for the link) that 
used parsed file and is in use some places.  At some point we'll need to decide 
which approach for this provider is better.

I have run into many deployments that manage sysctl using the file type, a 
native sysctl type will greatly add to deployment modularity.
