I'm inclined to agree ("suboptimal", BTW, was intended as understatement). So
I think the key question in my mind (and, if it turns out I'm wrong about this
issue, the point I'm most likely to be missing) is:
Is there a reason for us to be rescuing 404s as nil rather than failing? In
other words, is there a case where we want to continue replacing a file after
we've failed to get the contents?
(Note that although I'm agreeing that this is a problem it is, so far as I can
see, very unlikely to occur in practice; with the present code the only way I
can see that you could generate such as situation would be with a complex &
mis-configured load balancing between puppetmasters which would also be
severely broken in other ways).
