Right, I got it working by adding `audit => content`. Is this documented 
anywhere?

Intuitively something like this should work:

    file { '/tmp/foobar':
        notify => ...
    }

so that if something outside of puppet changes the contents of that file, 
puppet handles the notification.

Apparently there is a workaround for this, which is:

    file { '/tmp/foobar':
        source => 'file:///tmp/foobar',
        notify => ...
    }

but that is just hacky.
