Issue #4867 has been updated by John Warburton.
OK - I found the problem was with a definition I wrote a long time ago that tries to take sub directory names as arrays, as well as the require entries as an array. Something was going askew there I refactored it into something more simple and have tried a number of cases and it all looks good.
