John, after I posted my successful runs above, I spent some time experimenting and didn't capture the results in this ticket. I found that running Passenger/Apache, it always worked for me. However, when I was running webrick, it would *sometimes* fail to find the plugins. I never managed to work out what the actual problem was, as it would seemingly start working for no reason at all, and break for no reason at all.
