Too simple? I think we should have a default place to install, and not require you to ask. Which then means we need to load modules from there as well. But I'm inclined to think a Puppetfile is a local thing, so maybe the default should be that it exists in a Boltdir. Otherwise you have to explicitly specify the Puppetfile and install location.
