Touché Nigel. The current desire is to have some sort of management server that provides features above and beyond what Puppet currently can do (or is even desirable). One such feature is providing dynamic configuration or metadata to other servers via an HTTP interface. We don't always want there to have to be a real file at the other end of the file source - it may be autogenerated.
