Paul Kranenburg commented on PUP-8396   Re: Puppet Resource Service fails on Debian/Ubuntu when non systemd service is called Unfortunately, the implementation for this problem has introduced a regression: if 'upstart' is explicitly chosen as the service provider the confinement statements still take effect and the service resource fails with Provider upstart is not functional on this host .
