The selinux_mode fact has a trailing newline behind it, which will result in
erroneous newlines everywhere the fact is being used, like templates and fact
exports.
To fix that,
%x{/usr/sbin/sestatus | /bin/grep "Policy from config file:" | awk '{print $5}'}
should read
%x{/usr/sbin/sestatus | /bin/grep "Policy from config file:" | awk '{print
$5}'}.chomp
