We need to update https://github.com/puppetlabs/bolt/blob/0.22.0/lib/bolt/transport/winrm/connection.rb#L101-L106 so that * {{PATH}} includes {{C:\Program Files\Puppet Labs\Puppet\puppet\bin}} * {{RUBYLIB}} may need to be updated, or may be automatically setup by ruby. We need to add tests against Puppet 6.
