There's a LICENSE file in Dashboard's root that contains the GPLv3
license.  James said in an email discussion on November 9th that this should be 
changed to GPLv2 and that the patch sent to the dev mailing list and an email 
to the dashboard dev list should be enough notification.

There's also a file in /ext/packing/debian/copyright that contains the
licenses of the software we depend on.  The contents of this should be copied 
to LICENSE
