The inventory service (see #6338) currently uses two indirections (and two
termini): Facts (for storing, deleting, and retrieving facts one at a time),
and Inventory (for searching facts). These should be combined into a single
indirection (Facts).
This will entail a change to the (as yet unpublished) REST API for searching
based on facts (which is used by Dashboard). Instead of using
https://<puppet master>/<environment>/inventory/search?<search terms>
Dashboard will have to use:
https://<puppet master>/<environment>/facts_search/search?<search terms>
