When writing to the puppet log file, the writes are not finished with a flush 
of the memory buffer.

If you examine the log file while puppet is running a daemon it is several 
lines behind what puppet has sent to the log.  The final line is usually 
incomplete. 

Stopping the service will flush the buffer.
