There isn't one: configuration should live in the registry, not files on disk.  
Which means that we likely have to implement support for Puppet configuration 
out of that source to have a "compliant" platform tool.

(Specifically: they wouldn't certify anything with configuration outside the 
registry back in the XP days, and I doubt they are more liberal now.)

When I run the install.rb script from source I get the following failure 
message:

C:\Projects\Puppet\puppet>ruby install.rb
Missing ronn; skipping man page creation
install.rb:92:in `mkdir': No such file or directory - /etc/puppet 
(Errno::ENOENT)
        from install.rb:92:in `do_configs'
        from install.rb:492
</pre>

When I step through with the debugger it looks like this code might be what 
needs to be addressed:

<pre>
265    if not InstallOptions.configdir.nil?     
266      configdir = InstallOptions.configdir   # <- This is not executed
267    else                                     
268      configdir = "/etc/puppet"  # <-This is executed  
269    end                                      
</pre>

I am not sure what is a good, or correct, value for a Widows platform
