Nonexistent classes specified in the external node definitions should not stop 
puppet from compiling a manifest or the client running.  There are currently 
puppet users who expect puppet to not die if a class in the ENC does not exist.

Possible options include

* creating a puppet master configuration setting that will enable or disable 
strict checking for non-existent classes in the ENC
* allow client to run but log non-existent classes as errors during the client 
run
