I can confirm this behaviour too. Centos x86/x86-64 puppet 2.6.6, facter 1.5.8 ,custom facts loading 2x. Squeeze/Lenny, puppet 2.6.2, facter 1.5.7, custom facts load 2x. On the puppetmaster itself, custom facts load 4x (Squeeze box).
