I am having the exact same problem using downloaded plugins, in my case it was using lvm just like what was mentioned in the email list. One additional thing that has not been mentioned yet though, not only does this bug require running puppet twice, but the puppet agent daemon has to be restarted as well. This makes the bug much more critical for automatic provisioning, since it is more than just an inconvenient wait for the second run of puppet. It means that we have to manually restart the puppet agent daemon on every host to make it load the downloaded plugins and configure our freshly provisioned hosts. This basically makes automatic provisioning and configuration of hosts with puppet impossible since there now has to be manual intervention after the initial puppet run.
