Is there not another option here? What if, when we defined an instance of a subclass (e.g. via Puppet::Interface::Indirector#define) we explicitly copy the actions from the subclass into the new instance. This allows us to completely work around the existing inheritance traversal code, since all actions would live directly on the action, and it behaves in exactly the way the user expects in this particular case.
