Issue #7082 has been updated by Oliver Hookins.

Seems to work:

testsystem:x:999:999:Test System Account:/home/testsystem:/bin/bash

And from /etc/login.defs:

# System accounts
#SYS_GID_MIN 100
#SYS_GID_MAX 999

Feature #7082: group type should support "system" parameter like the user type

Author: Oliver Hookins
Status: Ready For Testing
Priority: Normal

Affected Puppet version: 2.6.7
Keywords:
Branch: https://github.com/jamtur01/puppet/tree/tickets/2.6.x/7082

2.6.7 supports the system parameter for the user type. I'm surprised the group
type did not acquire a matching parameter, but in any case it would make sense
to have this feature as well.
