Adds support for loading in plugin config from (eg)
/etc/mcollective/plugin.d/{plugin_name}.cfg
I've dropped the 'plugin.{plugin_name}' prefix from the config options, to
ensure that only configuration items relating to the plugin_name can be in the
file, and to prevent ordering issues. They are still specifiable in the
server.cfg, but the plugin.d/{plugin_name}.cfg file takes precedence.
