I disagree too. 

"noop" is simply a bad name as we've never "issued no operations". The more 
accurate description is "simulate", and the plugins are required to simulate a 
run.


We didn't have quite enough clarity around audit/noop-global/noop-per-resource 
to rename them all in a logical manner for 2.7.0 Statler.

We'll be working on all this language for Telly.

When running Puppet in --noop mode with pluginsync enabled, **no changes** 
should be made. However, plugins are still sync'd. This is unexpected and not 
desirable.
