John, do the platforms you care about support /etc/cron.d setups with a file 
per job?

I believe that's the direction we're likely to head in for all the platforms 
that support it, as it solves a bunch of these problems.

It would be very useful to be able to specify cron environment variables in the 
Puppet-managed per-user crontabs.

For example:

MAILTO="[email protected]"

It is possible to add this by hand and Puppet doesn't mess with it, but it 
should be possible to manage this aspect as well with a built in type (rather 
than by Augeas for example).
