https://github.com/daniel-pittman/puppet/commits/feature/2.7.x/7160-support-json-externally contains a fix for this: earlier validation, a less obtuse message, and generally nicer behaviour. It doesn't fix some of the bigger issues, like telling people what formats *are* available, but on the other hand it is also safe enough to go into an RC series.
