Hmm. If I'm understanding this right, the setting _should_ actually be `client = false`, but the agent is overriding it to true (line 26, in the 2.7.x branch) and then manually implementing the `--no-client` option in its application logic (line 60). I do not know why this would be the case. In Puppet's case, the value of runinterval is passed directly to the agent timer loop. Evidently, EventLoop::Timer is happy to fire off an event after 0 seconds have passed and thus runinterval=0 signifies "run constantly" which is not the expected nor desired behaviour (would *anyone* want this behaviour???).
