For a variety of reasons we have a large chunk of users who need to stay on 
older point releases of various RHEL/CentOS installations, and our OpenSSL 
version requirements are too strict for that.

Although this does open people up to the MITM attack that was patched 
relatively recently, we shouldn't mandate this.
